The California Department of Technology (CDT) is focused on improving how state government develops and implements innovative solutions to meet the public’s evolving needs, enrich customer experiences, and improve critical technology applications. CDT’s Office of Digital Services (ODS) plays a critical role in improving digital government and building a California that works for all Californians. We do this by providing foundational platforms, toolkits, statewide services and technology solutions for state organizations to provide innovative digital services.

Under the administrative direction of the Information Technology Manager I (IT Mgr I) over the Web Development Unit, the Information Technology Specialist I (IT Spec I) serves as the Front-End Developer. CDT is responsible for the design, development, and operation of ca.gov websites and web-based applications. The IT Spec I is responsible for developing performant, effective, and accessible user interfaces and experiences for state websites, mobile and progressive apps, and various platforms that support public facing and organizational digital services and initiatives. The IT Spec I is a front-end software developer in the support of complex web-based products and templates. Working Conditions

• During state emergencies or activation by the California Office of Emergency Services, incumbents may be asked to work extended hours, 12 hour shifts, and/or off site and occasionally out of town.
• May be required to carry a cell phone.
• May be required to work outside of normal work schedule.
• Travel to internal and external customer locations for meetings is required.
• Managing multiple high priorities simultaneously, each with tight deadlines.

STATEMENT OF QUALIFICATIONS (SOQ) REQUIRED

All interested applicants are required to submit a Statement of Qualifications.

The Statement of Qualifications (SOQ) must be no more than two (2) pages and must be submitted along with your State Application (STD 678), no less than 10pt font. Please include “Statement of Qualifications”, name and RPA number in header.

Note: Applicants who do not follow these instructions may be disqualified from the selection process. Cover letters and résumés do not take the place of the SOQ. 

Based on duties stated in the duty statement, briefly describe your relevant work experience, education, and achievements that make you a qualified candidate for this position.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Bachelor’s degree in computer science, Information Technology, Digital Design or a closely related field.
• Working knowledge of latest version of web technologies, HTML, CSS, and JavaScript.
• Demonstrated portfolio showing front-end development skills, design, and layout
• Knowledge and work showing user-centric and responsive website design and approach
• Good understanding of performance and accessibility as well as how frontend decisions impact end user experience
• Knowledge and experience managing code using Git, GitHub, and Azure DevOps
• Experience with using Visual Studio Code, Visual Studio and other popular code editors
• Excellent communication and customer service skills, including the ability to present ideas and information effectively, both orally and in writing
• Ability to critical think and approach problems with creatively while using a variety of analytical techniques to resolve said problems
• Ability to apply creative thinking in the design and development of methods of processing information with IT systems
• Ability to analyze information and situations, data and complex business systems, identify problems, reason logically and creatively, draw valid conclusions, and develop effective solutions
