As Lead Immigration Law Specialist within the Resettlement Programs Office (RPO), you will provide professional legal advice to the Department of Human Services (DHS) on interpreting and implementing state and federal laws regarding non-citizens and public assistance laws as they intersect with state and federal laws and rules regarding cash and food benefit assistance in Minnesota. You will also contribute to the strategic planning and development of statewide infrastructure and supports for newcomers to promote access to legal services to establish work authorization and pathways to permanency in Minnesota. This position will also oversee implementation of immigration legal service contracts initiated by the Resettlement Programs Office of the Minnesota Department of Human Services.

In this role, the incumbent will be responsible to identify procedures and policy guidance that will support counties tribes and community-based organizations in accurately determining benefits, preventing unintended harm, and implementing immigration legal services for people with non-citizen status. This will require thoroughly reviewing policy questions, training resources, data practices, program policies, procedures and eligibility systems and assessing in-depth their accuracy and efficacy in a changing and unpredictable federal legal environment. This position will also provide legal support on and interpret policies and procedures developed and communicated by the United States Citizenship and Immigration Services.

Responsibilities include but may not be limited to:

  • Provide legal support on non-citizen eligibility and access to state and federally funded programs such as Cash, Food, Medical and Resettlement Network services.
  • Guide strategic thinking within the Resettlement Programs Office to advance coordinated statewide infrastructure for immigration legal service provision for newcomers which supports newcomers establish work authorization and progress on a pathway to permanency and US Citizenship.
  • Program Implementation / administration of Resettlement Program Office (RPO) Immigration legal service programming.
  • Lead efforts to create training content for counties and tribes and other community-based service providers on legal issues related to non-citizen applicants/participants and coordinated bridging and linking of stakeholder to broaden service impacts.

Qualifications

Minimum Qualifications

  • JD degree from an ABA accredited law school.
  • Current license and in good standing to practice law in Minnesota.
  • At least three (3) years' experience as a practicing attorney in the area of immigration law.
  • Demonstrates knowledge and experience conducting legal research, writing and analysis; and providing legal advice.
  • Experience leading collaborative initiatives.
  • Experience developing training and educational materials.

Preferred Qualifications

  • Successfully managing high volumes of work with competing priorities.
  • Experience with regulations and policies relating to Minnesota state government data practices, contracting and administrative law. Knowledge of state and federal laws, rules and regulations, and the Minnesota Government Data Practices Act (Minnesota Statutes Chapter 13).
  • Knowledge or experience with plain language communication of complex regulatory and statutory matters.
  • Experience working for a government agency/organization.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
